Total Girl is an exclusive line of stylish apparel for girls that is manufactured for and sold by JCPenney. It was established in 1997 and has catered to young women ever since. Entrepreneur James Cash Penney moved to Colorado in the late 1800s and began to work at a retail franchise known as Golden Rule. The owners decided to partner with Penney, and he spent several years helping run his own stores within the franchise. In 1907, Penney dissolved his partnership and bought out several of the Golden Rule stores he'd opened. By 1913, he had created a new masthead called JCPenney and renamed all the stores under his control.

JCPenney grew quickly and had reached all 48 states by 1941. The company's success peaked in 1973, when it was running 2,053 stores across the country. It started to decline during the 1974 recession, however, and has never fully recovered. With the advent of the Internet, the company has gradually phased out its catalog division in favor of an e-commerce presence. Today, there are about 1,000 JCPenny stores remaining in the U.S. The retailer has been working to rebrand itself over the last several years to prove its relevance, and one of the major steps taken has been to introduce more exclusive lines like Total Girl.
